Both the state House of Representatives and Senate have a full schedule as the second half of the legislative session continues.
The House Transportation Committee discusses a bill that prohibits text messaging while driving on South Dakota highways. The House Taxation Committee looks several bills including one that lowers the state sales and use tax on certain food items and increases the rate of taxation on certain goods and services.
The Senate Commerce Committee takes up three bills dealing with insurance, as well as a bill that caps the annual percentage rate a payday lender or title lender can charge at 72 percent. Meanwhile, the Senate Education Committee looks at allowing school districts to have a general fund balance percentage of up to forty percent for fiscal years 2011 through 2015.
