"Economic development is a challenge for all rural South Dakotans, but with some of the highest poverty rates in the country, tribal areas have an even harder struggle to build an economy and provide jobs. On the Rosebud Sioux Reservation, home of the Sicangu Lakota, new structures are poking up and some community members express a cautious hope.
