Judge rejects Koskan plea deal

A circuit judge is rejecting a plea deal from failed state Senate candidate Joel Koskan, who is accused child sexual abuse.

The former district 26 Republican candidate plead not guilty to exposing a minor to sexual grooming behaviors, a class four felony.

Court documents, now under seal, detailed years of child sexual abuse and surveillance. Those documents indicate the crimes began in 2014 when the child was 12 years old.

Koskan, who is a resident of Mellette County, submitted the plea agreement in November.

The plea was to waive prison or jail time in exchange for completing a psycho-sexual assessment, pay for abused minor to attend therapy, school, healthcare and vehicle costs.

A trial date has not been set.
