South Dakota's Aquifers

Garland Eberle, Chief Engineer for the South Dakota Department of Environment and Natural Resources Water Rights Program, visited about South Dakota's aquifers which are nearing full appropriation.  The Water Management Board may declare a groundwater aquifer off-limits.  That has only happened twice in state history.
