The Harrisburg City Council hosted a meeting to discuss a DOC proposal to tie into the city's water system on Aug. 20, 2024. The meeting was moved to a school gym to accomnodate more members of the public.

Harrisburg City Council members rejected the state’s offer of $7 million dollars to allow the new men's state prison to connect to the city's water system.

The prison has been a major point of contention for some in Lincoln and surrounding counties since the acquisition of the land to build a new prison facility.

Citizens of Harrisburg and members of a group called Neighbors against prison expansion, or NOPE, voiced their opposition during Tuesday's city council meeting.

Harrisburg city council members unanimously voted to reject the state’s offer.
