The state of South Dakota is owed money that it can’t collect. To address that problem, House Bill 1228 proposes to set up a state debt collection office. People who haven’t paid fines, restitution, and other debts to the state face losing state-issued licenses, paying additional fees, and facing more aggressive collection practices. SDPB’s Victoria Wicks reports that legislators hashed out the pros and cons at the weekend crackerbarrel in Rapid City.
