South Dakota is kicking in nearly $8-million to spur completion of a portion of the Lewis and Clark Rural Water System. The system intends to supply water to small communities across parts of South Dakota, Minnesota, and Iowa. It first began construction in 2003 but since then restraints on federal funding have kept the project at a trickle.
