South Dakota Speaker of the House Mark Mickelson is backing two ballot measure questions he hopes will reach voters next November. One proposes an increase in the tobacco tax to help lower tuition for the state's four technical institutes. Another seeks to limit out of state money for ballot measure questions. Representative Mickelson sat down with SDPB's Lee Strubinger to talk about the upcoming legislative session, the race for governor and those ballot measure questions.
