Gov. Kristi Noem delivered a farewell address to the state legislature on Tuesday. The speech serves as a ceremonial opening to the annual legislative session. But there are many unknowns ahead of lawmakers.

Gov. Noem's confirmation hearing for Secretary of Homeland Security is postponed until Friday. Noem was scheduled to appear before the Senate Homeland Security and Governmental Affairs Committee Wednesday morning, Jan. 15.

Nearly $19 million in low-interest rate loans for water projects have been approved by the state Department of Ag and Natural Resources. The largest project is a $16.8 million project in Davison County.

South Dakotans applying for a loan may be getting help due to a new federal rule. The rule says consumer loan lenders can no longer factor in any medical debt.
