Tuition at the state's technical institutions is high and lawmakers are looking for innovative solutions to keeping rates competitive and keep South Dakota students in-state as we seek to grow a trained workforce.
Initiated Measure 25 proposes increasing the state's tobacco tax as a possible solution.
