Governor Kristi Noem has outlined her priorities for the state budget. She says the state can afford to provide tax relief to South Dakotans in the grocery checkout line and said that voters know the state has the ability to do so. She called for an increase in appropriations for education while reminding lawmakers that school districts decide where that money eventually goes.
Political analysists Jon Hunter, publisher emeritus of the Madison Daily Leader and Mike Card, Ph.D., professor emeritus from USD, say the governor's style is different from previous governors who often explored budget philosophy and details for more than an hour in their remarks. They say understanding the details of the budget in the days ahead will help guide lawmakers during an upcoming legislative session.
