Gov. Kristi Noem has signed a trio of bills into law regulating carbon pipelines in South Dakota.
The legislature passed the bills this session in response to a proposed carbon sequestration pipeline that backers say will boost the state’s ethanol industry.
The project, backed by Summit Carbon Solutions, pitted landowners concerned about eminent domain and property rights versus agriculture and business groups focused on future of the state's economy.
One of the bills includes a so-called “landowner bill of rights” laying out protections landowners have from pipeline companies.
The bills ultimately passed but faced plenty of opposition along the way. Critics say the new regulations limit local control and benefit pipeline companies more than landowners.
